What Are Legendary Perks in Fallout 76?
Legendary Perks are a separate, more powerful tier of perk card that sits above the regular SPECIAL card system. Bethesda's own support documentation describes them as "high-level Perk Cards for players who have reached level 50+" — they do not consume SPECIAL points, they live in their own dedicated slots, and they are upgraded with a currency rather than by combining duplicates.
They arrived with the One Wasteland For All update and have been expanded since. There are currently 28 Legendary Perks in the game — 26 available to every character plus two Ghoul-exclusive cards. The shared pool started at 16 and was expanded later.
The structural difference from regular perks: a regular card is ranked up by merging duplicates and costs SPECIAL points to equip. A Legendary Perk costs no SPECIAL points, is ranked up with Perk Coins, and is always active in its slot — pure added power with no opportunity cost inside your build, which is exactly why the coin economy around them is so tight.
How Do You Unlock All Six Legendary Perk Slots?
You unlock your first Legendary Perk slot at level 50, and five more as you keep levelling:
- Level 50 — slot 1
- Level 75 — slot 2
- Level 100 — slot 3
- Level 150 — slot 4
- Level 200 — slot 5
- Level 300 — slot 6
Bethesda spells out the back half of that curve directly: "a level 250 character will have access to 5 Legendary Perk slots, and will gain a 6th slot at level 300." There is nothing between 200 and 300, so the last stretch is a long one.
Two details here save a lot of confusion, and both come straight from Bethesda's official support articles — the Legendary Perks article and the Perk Coins article:
First, slots are account-wide. Once any character on your account hits level 150, every character on that account has four slots — including a brand-new one. Your main's rank 4 Legendary Strength does not follow your alt. You pay the coins again.
How Do Perk Coins Work?
Perk Coins are the upgrade currency for Legendary Perks, introduced alongside the system itself in the One Wasteland For All update on September 15, 2020. There are three ways to get them:
Scrapping perk cards. This is the main source. The rule from the official Perk Coins article is simple: "Each Perk Card you scrap will grant you 2 Perk Coins per rank." A rank 1 card gives 2 coins. A rank 3 card gives 6. Every level-up card pack you open is effectively a small pile of Perk Coins.
The Become Legendary challenge. Reaching level 50 awards a one-time 50 Perk Coins — enough to buy exactly one rank 2 upgrade the moment your first slot opens.
Seasonal rewards. Perk Coins have appeared as S.C.O.R.E. rewards on seasonal scoreboards.
The ceiling matters: fallout.wiki documents the hard cap at a maximum of 5,000 Perk Coins, and while you are at that cap you cannot scrap any more perk cards. If you are sitting near 5,000, spend before you farm.

Every Legendary Perk uses the same upgrade ladder:

- Rank 2 to rank 3: 100 coins for +1 point. This is the worst single purchase on the ladder.
- Rank 3 to rank 4: 150 coins for +2 points, or 75 coins per point.
- The whole card: 300 coins for +5, or 60 coins per point.
The practical consequence is a rule almost every experienced player converges on independently: take every Legendary SPECIAL card you intend to use to rank 2 first, then push one card from 2 to 4 at a time. Three cards at rank 2 give you +6 SPECIAL for 150 coins. One card at rank 4 gives you +5 for 300 coins. Spread wide first, go deep later.
The Legendary SPECIAL Cards and the 15-Point Cap
Seven of the 28 Legendary Perks are the Legendary SPECIAL cards — Legendary Strength, Perception, Endurance, Charisma, Intelligence, Agility and Luck. Each gives +1 / +2 / +3 / +5 to its stat and the matching perk points, with one hard limit: Perk Points cap at 15.
That cap is why these cards dominate Legendary Perk discussion. Because a base SPECIAL stat can reach 15 on its own and a rank 4 Legendary SPECIAL card adds +5, the efficient play is to keep the base stat at 10 and let the legendary card carry it to 15 — the five base points you save go into a different stat.
Six rank 4 Legendary SPECIAL cards add +5 each, so a fully built level 300 character carries +30 SPECIAL beyond what the level-50 point budget allows — enough to run perk loadouts that are simply not buildable without them. Which Legendary Perks Are Worth Your Coins?
Outside the SPECIAL cards, a handful of utility Legendary Perks earn a permanent slot.
Follow Through makes a target take 10 / 20 / 30 / 40 percent more damage for 10 seconds after you land a ranged sneak attack. Note the two qualifiers: it is ranged sneak damage only, so melee stealth builds get nothing from it, and the window is short. What Rads? grants +50 / +75 / +100 / +300 Radiation Resistance and restores 1 / 2 / 3 / 6 Rads per second, burning off accumulated radiation and recovering the maximum Health those rads were costing you. Note the enormous jump at rank 4 — this is one of the few cards where rank 4 is disproportionately better than rank 3, which changes the usual upgrade advice. Because it strips rads, it suits a full-health character soaking radiation damage rather than a Bloodied build, which deliberately keeps rads stacked. It is a Human-only card; Ghouls cannot equip it.
Master Infiltrator adds +3 to Lockpick and Hacking skills at every rank, and auto-unlocks locks and terminals up to skill level 0 / 1 / 2 / 3 as you rank it up. Because only the auto-unlock tier scales, rank 1 alone opens just skill-0 locks — rank 4 is what actually clears the master locks and terminals.
Ammo Factory produces 50 / 75 / 100 / 150 percent more rounds per crafting batch. It was close to mandatory for heavy weapon users for years, but community sentiment has cooled as ammo became easier to obtain through events and vendors.
Power Armor Reboot cuts the auto-revive cooldown inside Power Armor from 10 minutes to 8, 6 and finally 2 minutes at rank 4 — a defining card for the loadouts in our Power Armor build guide.
Power Sprinter reduces sprinting AP cost by 20 / 30 / 40 / 50 percent, but only while you are in Power Armor — outside it the card does nothing. Electric Absorption gives a 10 / 13 / 16 / 20 percent chance that enemy energy attacks recharge your Power Armor's Fusion Core, again Power Armor only.

The Two Ghoul-Only Legendary Perks
Ghoul characters have their own perk pool, and two of those perks are Legendary Perks named in Bethesda's Ghoul Within release notes:
Action Diet — on a kill, heal 2 / 4 / 6 / 8 Health and reduce your Feral meter by 2 / 3 / 4 / 5 percent.
Feral Rage — while Feral, Glow perk abilities cost 20 / 30 / 40 / 50 percent less Glow.
Both use the standard free / 50 / 100 / 150 coin ladder. How to Earn Perk Coins Faster
There is no dedicated Perk Coin farm, so the goal is making the coins you already generate go further:
- Scrap high-rank duplicates, not rank 1 cards. A rank 3 card is 6 coins in a single scrap action. Cards you have already maxed and will never equip are the obvious first targets.
- Open card packs promptly. Past level 10 you get a card pack every five levels, and that cadence continues past 50. Every card inside is either build material or coins.
- Clear seasonal Perk Coin rewards. Perk Coins have appeared as S.C.O.R.E. rewards on seasonal scoreboards, and those are free relative to the scrapping grind — check the current season's reward track.
- Do not hoard past 5,000. At the cap you cannot scrap at all, so every pack you open is wasted until you spend.
- Swap sparingly. Unequipping costs 1 Perk Coin — trivial on its own, but there is no refund on ranks you bought for a card you abandon.

A straightforward progression, described by slot rather than by character level — on a veteran account an alt inherits every slot the account has already unlocked, so you may have several of these available immediately:
Slot 1 (account level 50): equip the Legendary SPECIAL card that matches your build's core stat — Strength for Heavy Gunner or melee, Agility for Commando or stealth, Intelligence for crafting-heavy play. Spend the free 50 coins from the Become Legendary challenge on rank 2 immediately.
Slots 2 and 3 (account levels 75 and 100): add two more Legendary SPECIAL cards and bring both to rank 2. Total investment so far: 150 coins for +6 SPECIAL.
Slot 4 (account level 150): this is where a utility card earns its place — Follow Through for stealth, What Rads? for a full-health character soaking radiation, Power Armor Reboot for Power Armor.
