The Reins of the Blazing Drake drop from Madness of Deathwing on Normal difficulty in Dragon Soul, the last raid of Cataclysm. The drop chance is roughly 1-2% per kill and Dragon Soul sits on a weekly per-character lockout, so one character gets one roll every seven days. Priced per kill from $5.39.
It is not the Heroic mount. The same boss awards the Life-Binder's Handmaiden on Heroic difficulty — a different drake, a different item, a separate page. This farm is deliberately locked to Normal, because the difficulty you kill Deathwing on decides which of the two reins can drop, and the weekly lockout only lets you pick one.
How long it really takes. At 1-2% a kill there is no guaranteed run count. On a single character the median farm lands somewhere between 34 and 69 weekly kills; 10 kills is about a 10-18% chance and the 25-kill block about 22-40%. Anyone quoting you a fixed number of weeks is guessing.
Alts are the only honest accelerator. Every level-capped character carries its own Dragon Soul lockout, so five alts turn five weeks of attempts into one week. They do not raise the 1-2% chance on any single kill.
