Val'anyr, Hammer of Ancient Kings is the Wrath of the Lich King healer legendary mace, and it is legacy content a level-cap character clears alone today. It is not a boss drop. You bank 30 Fragments of Val'anyr inside Ulduar in the Storm Peaks, then finish the reforge on Yogg-Saron, the raid's last boss.

Where the fragments come from: Ulduar bosses and their hard-mode chests drop them on 25-player difficulty only — Blizzard stated outright that 10-player Ulduar never awards a fragment, so a 10-man clear moves the counter by zero. Wiki tables put the spread from about 3% on the stingiest normal-mode kills to 100% on Yogg-Saron, who always hands over one; hard-mode kills sit higher than their normal versions. Community samples disagree on the exact per-boss figures, so treat those as a reported range, not a published rate.

The final step: the 30th fragment lets you combine the set into Shattered Fragments of Val'anyr, which starts the quest Ancient History at the Archivum behind the Assembly of Iron room. That hands back Unbound Fragments of Val'anyr, and you throw them into Yogg-Saron's mouth while he casts Deafening Roar. The quest only counts on the hard-mode kill, with at least one Ulduar Keeper not assisting you. Only Paladins, Priests, Shamans, Druids and, since Patch 10.1.0, Evokers can loot a fragment at all.

How many lockouts it really takes: Ulduar sits on a weekly raid reset, so one character gets one 25-player clear per week. Reported hauls cluster around two to four fragments per full clear, which puts a complete set near 8 to 15 weekly lockouts. One cycle here is one completed Ulduar clear on your character with every fragment that clear yields.
