PoE2 Can't Unlock Atlas Points After the Arbiter of Divinity? (0.5.5) The Quest-Kill Trap, Explained

Quick answer

If you killed the Arbiter of Divinity and your Precursor Fortress still didn't unlock for Atlas passive points in 0.5.5, it's almost certainly because you only beat the quest version. The first Arbiter fight — the one at the end of the Origins of Divinity questline — is the easy, story version, and it does not reveal the Fortress. The unlock comes from killing the non-quest, empowered Arbiter of Divinity (the fight you set up with a non-quest Origin Core): re-clear the Matriarch and Patriarch Halls to build a non-quest Origin Core, kill the empowered Arbiter, and — as of 0.5.5 — that single kill reveals your entire Fortress at once. This is new behaviour players keep tripping over after the September 4 Forbidden Rites (0.5.5) reset — so if the Fortress never opened up, you didn't miss a setting, you just haven't done the non-quest kill yet.

The rest of this guide walks the exact 0.5.5 order of operations, why GGG changed it, the three trap nodes to skip, and the fastest way to finish the full 311-point tree if the boss is out of reach on a fresh economy.

Why your Fortress didn't unlock after the Arbiter (the quest-kill trap)

Here's the confusion in one sentence, straight from what players are reporting on r/PathOfExile2 this week: "I can't unlock all the Atlas points after killing the Arbiter of Divinity — did I miss something?" The answer other exiles gave is the important one — you unlock the Fortress after killing the non-quest version.

Path of Exile 2's endgame Atlas passive points live inside the Precursor Fortress. You put the Fortress on your Atlas by completing your first Precursor Tower, then clear the maps inside its walls to bank Atlas Passive Tree points a few at a time. The Arbiter of Divinity is the pinnacle boss sitting in the Origin Tower at the center of that Fortress, reached at the end of the Legacy of the Precursors / Origins of Divinity questline — and in 0.5.5, beating its non-quest version is what unlocks the rest of the Fortress in one go.

Your first meeting with the Arbiter is the quest version. GGG deliberately makes it easier so a fresh character can finish the story beat. But the quest kill is a story checkpoint — it is not the kill that reveals the Fortress. That's the whole trap: you beat the boss, the campaign ticks over, and you (reasonably) expect your Atlas points to unlock. They don't, because the Fortress reveal is tied to the empowered, non-quest Arbiter — the version you have to deliberately set back up.

"You get the points after killing the non-quest version. It's new for 0.5.5." — recurring answer on r/PathOfExile2, September 2026

So nothing is bricked. You're one power-up cycle away from the reward.

How the Atlas unlock actually works in 0.5.5

The 0.5.5 flow, in order:

  • Complete your first Precursor Tower to reveal a Precursor Fortress on the Atlas.
  • Clear the Fortress maps — each completed area drips Atlas Passive Points into your tree, and the questline pushes you toward the center.
  • Beat the Matriarch Hall and Patriarch Hall bosses — Phya, Sentinel of the Cradle and Phyx, Sentinel of the Spark — to collect the Origin Cradle and Origin Spark. Combined, they make the Origin Core, which sets up — and later re-arms — the Arbiter fight.
  • Kill the quest Arbiter of Divinity in the Origin Tower. Story done. Your Fortress does not unlock yet.
  • Re-clear a Matriarch Hall and a Patriarch Hall to build a non-quest Origin Core and set the Arbiter fight back up in its empowered, non-quest state.
  • Kill the empowered (non-quest) Arbiter. As of 0.5.5, this single kill reveals your entire Precursor Fortress — all of it auto-completes at once, banking its Atlas Passive Points in one shot.

The big 0.5.5 quality-of-life change is exactly here. Straight from the patch notes: "Players no longer have to defeat the Arbiter of Divinity multiple times in order to reveal their entire Fortress" — the process was "streamlined to require just one additional Arbiter of Divinity kill." Before 0.5.5, exiles were grinding multiple full Arbiter kills to sweep the Fortress region by region; now it's one non-quest kill for the whole thing. That's why older 0.5 / 0.5.4 guides telling you to "kill the Arbiter five times" now read as out of date — the trap (quest kill ≠ the kill that unlocks the Fortress) is the same, but you only need the one empowered kill after it.

How many Atlas points are there total?

The Atlas Passive Tree caps at 311 Atlas Passive Points. You bank a slow trickle from clearing Fortress maps and completing map bonus objectives, but the bulk lands the moment that single non-quest Arbiter kill reveals the whole Fortress — which is exactly why beating the right version of the Arbiter matters so much.

The 0.5.5 Atlas trap nodes to skip

Three Atlas passives are widely flagged as traps in 0.5.5 — they read like upgrades but either got reworked into something weaker or don't pay for the point in a fresh Forbidden Rites economy:

  • Pandora's Box — as of the 0.5.5 patch notes, this now only grants "Possessed Strongboxes have 15% increased Item Rarity" (it previously released the Azmeri Spirit when a Possessed Strongbox was opened). The rework gutted the fun payoff; skip it unless you're deep into a strongbox-specialised tree.
  • Over-investing in a single mechanic wheel before you've completed the Fortress. On a fresh reset your points are scarce — sinking them into one endgame mechanic's cluster before the tree is finished starves your general map sustain.
  • Low-value quantity/rarity dead-ends far from your main travel path. Because you can't cheaply respec the whole tree, a node you only take "to path through" to something else is a point you don't get back.

Because a full respec is expensive and slow, treat early Atlas points like real currency: allocate toward Fortress completion and your chosen currency-farming mechanic first, and leave the shiny-but-situational nodes until the tree is nearly full.

Fastest way to finish the Atlas on a fresh 0.5.5 economy

If the Arbiter of Divinity is simply too strong for your current character — very common in the first week of a league before gear catches up — you have two realistic paths:

  • Gear up and out-DPS the check. The empowered Arbiter is a genuine wall for undergeared characters; it can delete a squishy build in seconds. Prioritise capping resistances and hitting a comfortable single-target DPS number before you re-power the fight, or you'll burn attempts.
  • Have the Fortress cleared for you. In 0.5.5 a single non-quest Arbiter kill reveals the whole Fortress, so one boss carry can unlock the bulk of the 311-point tree — plus the fight's drops — in a single run, without you needing a min-maxed boss-killer on day three of the reset.

The point of the Atlas tree is to enable farming, not to be a two-week chore. If clearing it is blocking you from the actual money-making (Ritual, Expedition, Breach and the new 0.5.5 mechanics), buying the completion back is often the higher-value move on a fresh economy where your time-to-first-Divine matters most.

Skip the wall, get farming:

- PoE2 Atlas & pinnacle boss carries — get the empowered Arbiter cleared and your whole Fortress unlocked for you

- PoE2 leveling & progression boosts — get to maps and the Fortress faster on the fresh 0.5.5 reset

- PoE2 currency (Divine, Exalted & more) — fund the gear that beats the Arbiter's DPS check

Frequently Asked Questions

Why didn't my Fortress unlock after killing the Arbiter of Divinity? Because you beat the quest version, which is a story checkpoint and doesn't reveal the Fortress. The Fortress unlocks only after you re-arm the fight (re-clear the Matriarch and Patriarch Halls to build a non-quest Origin Core) and kill the empowered, non-quest Arbiter. This caught a lot of players off guard in 0.5.5.

Is my Atlas bricked if the Fortress won't unlock? No. Nothing is permanently broken — you simply haven't done the non-quest, empowered Arbiter kill yet. Set the fight back up and beat it, and the Fortress reveals.

How many times do I need to kill the Arbiter of Divinity in 0.5.5? Just once more. Per the 0.5.5 patch notes, "players no longer have to defeat the Arbiter of Divinity multiple times" — the process was "streamlined to require just one additional Arbiter of Divinity kill," and that single non-quest kill reveals your entire Fortress. Older guides describing a five-kill grind are out of date.

How do I re-arm the Arbiter of Divinity fight? Re-clear a Matriarch Hall and a Patriarch Hall to collect a fresh Origin Cradle and Origin Spark, combine them into a non-quest Origin Core, then place it in the Origin Tower — that sets the Arbiter back up in its empowered, non-quest state, the version that actually reveals the Fortress.

How many Atlas passive points are there in total? The Atlas Passive Tree caps at 311 points. You bank some from clearing Fortress maps and map bonuses, but the bulk lands when the single non-quest Arbiter kill reveals the whole Fortress at once.

What if the Arbiter is too hard for my build right now? It's a hard DPS-and-survivability check, especially early in the Forbidden Rites league. Either gear up until you can out-damage it, or have the Fortress unlocked via a boss carry so your Atlas completion isn't gated behind a fight your current character can't win.
