WoW Forever Servers Explained: Normal vs PvP vs RP vs the New RP-PvP Ruleset

WoW Forever ruleset choice screen in Blizzard's earlier preview, before Roleplay-PvP was added

WoW Forever does not have a server list. When character creation opens on Tuesday, October 27, you will pick a ruleset instead of a named realm, and that one choice decides who you can quest, run dungeons and raid with for the life of the character.

The ruleset list also changed this week. On October 22 Blizzard added a Roleplay-PvP ruleset for the November 4 launch after weeks of player requests, and updated its official ruleset article to match. This guide is refreshed with that change and everything else Blizzard has published since the beta closed. All facts were re-checked against Blizzard's own posts on October 25, 2026.

Quick answer: WoW Forever is realmless. At launch on November 4 you choose Normal, PvP, Roleplaying or the new Roleplay-PvP ruleset; Hardcore comes later, with no date. Friends must share the same ruleset and faction to group. On the PvP ruleset you can only create one faction. Outside the one-way exit for dead Hardcore characters, you cannot move a character between rulesets: you make a new one. Character creation and Early Name Reservation open October 27, RP-PvP included, with a 3-character cap across all rulesets.

How do WoW Forever servers work without realms?

Blizzard replaced the realm-selection screen with rulesets. In the words of its ruleset announcement, each ruleset "functions more like a broad player ecosystem than a single traditional realm." The aim is to remove the launch-night gamble of picking the "right" realm, then watching it either queue for hours or empty out a few months later.

That does not make Forever one giant lobby. The Forever Deep Dive is explicit: "This is not one giant realm for everyone, and cross-ruleset grouping is not supported." Three hard lines remain:

  • Ruleset: you only group with characters on the same ruleset.
  • Faction: Horde and Alliance still cannot group, on any ruleset.
  • Region: realmless is not cross-region. Names are unique per region, and on the October 22 "End of Beta" podcast Blizzard's developers described regions and rulesets as the hard lines.

Inside a ruleset, the world is split into world instances (players call them layers) that the game refreshes as populations move. If friends seem to vanish while you play together, that is layering, not a different ruleset. Our WoW Forever layering explainer covers what Blizzard has fixed so far.

So the old guild question, "which server are we rolling on?", becomes "which ruleset and which faction?" Settle both before October 27.

Which WoW Forever rulesets are available at launch?

Four rulesets go live on November 4, 2026 at 3:00 p.m. PST. A fifth, Hardcore, arrives later. Here is the current official list:

RulesetAt launch?World PvPFactions you can createBest for
NormalYesOnly when you choose to engageBothMixed groups, questers, dungeon players
PvPYesContested territory, always onOne onlyGroups that want world conflict every trip
RoleplayingYesOnly when you choose to engageBothPlayers who want an in-character community
Roleplay-PvPYes (added Oct 22)Contested, with roleplay community normsNot yet publishedRP guilds that also want open-world PvP
HardcoreNo, after launchSeparate enclosed ecosystemBothOne-life challenge players

The Roleplay-PvP row is the change that matters this week. Blizzard Senior Game Designer Josh "Aggrend" Greenfield said in a blue post on October 22 that the team had raised concerns on the podcast but kept watching feedback, and then: "We will add a Roleplay-PVP Ruleset for launch on November 4."

Blizzard then confirmed the timing on its official @Warcraft account the same day: "the Roleplay-PvP Ruleset becomes available at Early Name Reservation on Oct 27!" One caution remains. Blizzard has not yet published whether Roleplay-PvP uses the same one-faction restriction as the PvP ruleset, so do not plan a two-faction RP-PvP setup until it does.

What is the difference between PvP and RP-PvP in WoW Forever?

Mechanically, both put you in contested territory where world PvP is part of normal travel. The difference is the community. A Roleplaying ruleset is for players who, in Blizzard's words, "want to lean more deeply into the fantasy of Azeroth and seek out like-minded adventurers." On an RP ruleset, players expect in-character names and fewer real-world topics in public channels. Breaking that is how you end up with a bad reputation fast.

That is also how r/classicwow summed it up when players asked this exact question this week. The most useful reply described RP-PvP as an ordinary PvP world with roleplay etiquette on top. It suggested sticking to regular PvP unless you are happy to respect roleplayers. Others predicted, half-joking, that the pre-gank speech will become an RP-PvP tradition.

Practical rule: choose RP-PvP only if everyone in your group wants both halves. A group of PvP players who don't roleplay will annoy the community, and RP players who hate being ganked will hate the ruleset.

Can friends on different rulesets or factions group together?

No. Ruleset and faction are separate locks, and you need to match both. Blizzard's ruleset article: "Players can group, run dungeons, and raid with others who have chosen the same ruleset. Cross-ruleset grouping is not supported."

There is one exception people miss: battlegrounds. Blizzard says battlegrounds "may include players from other rulesets, with the exception of Hardcore." So a Normal and a PvP player can end up in the same battleground. They still cannot queue as a premade group or run a dungeon together. Our WoW Forever PvP and battlegrounds guide covers the honor side.

Your charactersGroup for quests, dungeons, raids?Same battleground possible?
Same ruleset, same faction, same regionYesYes
Normal + PvP, both HordeNoYes, mixed queue
Both Normal, Horde + AllianceNoOpposite teams
Hardcore + any other rulesetNoNo, Hardcore is separate
Same ruleset, different regionsNoNo

A three-friend example: two make Alliance characters on Normal, the third makes Horde on Normal. They matched the ruleset but not the faction, so they cannot group. If the third switches to Alliance on PvP, faction now matches but ruleset doesn't. A more expensive pack does not get around either lock. Purchases and grouping are separate questions.

Can you play both factions on the PvP ruleset?

No. This is the rule most likely to catch a returning player out. From the official ruleset article: "Once you create an Alliance character on the PvP ruleset, you won't be able to create a Horde character there, and vice versa. On Normal, Roleplaying, and Hardcore rulesets, you can create characters from both factions."

Blizzard also says the PvP ruleset will use faction-balance systems "similar to the approach introduced in Season of Discovery, where new character creation could be temporarily limited for a faction." In practice, if one faction gets far ahead on the PvP ruleset, new characters for that faction can be paused for a while.

What that means for your launch plan:

  • Pick your PvP faction first. Your first PvP character fixes that faction for the ruleset. Our Horde or Alliance guide breaks down the race and class trade-offs.
  • Make the PvP character early. If creation for your faction is ever paused, a character made during name reservation already exists.
  • Keep a Normal or Roleplaying alt for the other faction. Those rulesets allow both.

Can you change rulesets later or transfer a character?

Not freely. Blizzard: "Players cannot freely hop between rulesets; to play under a different one, they'll need to create a new character in that ruleset." Blizzard has not announced any ruleset-transfer service, free or paid, so plan as if your choice is permanent for that character.

The one published exit is Hardcore. When Hardcore launches, a Hardcore character that dies can transfer to another ruleset, "including PvP." It is one-way. Hardcore stays a fully enclosed ecosystem, and characters do not move in.

Account-wide progress is the softener. Collections and Legacy Points are account-wide across rulesets, so a new character on a different ruleset keeps your collection and Legacy progress. Hardcore is again the exception: what you earn there can carry out, but progress from other rulesets does not flow into Hardcore. Legacy limits from the Deep Dive still apply: each character spends up to 16 Legacy Points at launch, out of 65 earnable in total. See our Legacy system guide.

Account-wide does not mean shared gold or inventories. Blizzard has announced no route for Classic Era, Season of Discovery or Anniversary characters or gold to carry into Forever, and every Forever character is created new. Our beta wipe and carryover guide has the details.

How do I reserve a name on a ruleset before launch?

Name reservation is where your ruleset choice first becomes real. According to Blizzard's name reservation announcement, Early Name Reservation runs October 27 to November 3:

RegionOpens
AmericasTue Oct 27, 1:00 p.m. PDT (20:00 UTC)
EuropeTue Oct 27, 18:00 CET (17:00 UTC)
KoreaWed Oct 28, 07:00 KST
TaiwanWed Oct 28, 07:00 CST

You need a Forever digital upgrade (the Heroic Pack or higher) or the Collector's Edition code. The cap is three characters total across all rulesets, not three per ruleset. Blizzard's example: two characters on PvP leaves only one more for Normal or Roleplaying. Split the three slots before the window opens.

Roleplay-PvP is included: Blizzard's @Warcraft announcement says it "becomes available at Early Name Reservation on Oct 27." Reservation slots on RP-PvP count toward the same three-character total.

Names are two-part (first name plus surname) and unique per region. Share full names with your group. Step-by-step install and reservation instructions are in our name reservation guide, and our character creation guide lists the choices you can't undo.

How does the language setting decide who you meet?

Realmless worlds group you partly by language. To set it, open the Game Menu (Escape), choose Options, then Languages and Social under System. Pick your Preferred Online Language. Blizzard says the setting is account-wide and has a 24-hour cooldown before you can change it again, so set it before you start leveling with friends.

WoW Forever preferred online language setting in Blizzard's official interface preview

Blizzard's language-preference preview from the official Deep Dive. Final launch UI may differ.

Language is a matchmaking preference, not a region switch. Picking English does not connect a European account to American players. If your group spans regions, everyone has to play on one region's accounts.

Which WoW Forever ruleset should you pick?

Use this decision order:

  • Mixed group, some PvP-averse members → Normal. Both factions allowed, PvP by consent, nobody is forced into ganking on the way to a dungeon.
  • Whole group wants world PvP and doesn't roleplay → PvP. One faction per ruleset, so agree on Horde or Alliance first.
  • Guild that roleplays and wants peace → Roleplaying.
  • Guild that roleplays and wants open-world war → Roleplay-PvP, available from October 27. Agree on one faction anyway until Blizzard publishes its faction rules.
  • One-life challenge → keep it on hold. Hardcore is "available sometime after launch" with no date, so don't schedule a November 4 Hardcore guild start.

Then run the launch countdown: launch is November 4 at 3:00 p.m. PST. Our launch time by timezone and launch-day checklist cover the rest. FAQ

Does WoW Forever have servers or realms? No traditional realms. You choose a ruleset (Normal, PvP, Roleplaying or Roleplay-PvP at launch) and the game handles population behind the scenes. Regions such as Americas and Europe stay separate.

Is there an RP-PvP server in WoW Forever? Yes. Blizzard added a Roleplay-PvP ruleset on October 22 for the November 4 launch. Blizzard's @Warcraft account confirmed it is available from the start of Early Name Reservation on October 27.

Can I make Horde and Alliance characters on the PvP ruleset? No. Once you create a character of one faction on the PvP ruleset, you cannot create the other faction there. Normal, Roleplaying and Hardcore allow both factions.

Can Normal and PvP players group together? No. Cross-ruleset grouping is not supported for questing, dungeons or raids. Battlegrounds can mix players from different rulesets, except Hardcore.

Can I transfer my character to another ruleset later? Not for ordinary rulesets. To play on a different ruleset you create a new character. The only published transfer is a dead Hardcore character moving out, one-way, after Hardcore launches.

How many names can I reserve in WoW Forever? Three characters total across all rulesets during Early Name Reservation, October 27 to November 3. Two on PvP leaves one for any other ruleset.

When is WoW Forever Hardcore coming? Blizzard only says "sometime after launch." No date has been announced.
