Legendary effects are the single most impactful variable in any Fallout 76 build. A weapon with the wrong 1-star effect is a weapon you will scrap. A full armor set with the right effects is a build that can clear Expeditions, the Gleaming Depths raid, and every public event on the map.

TLDR: For weapons, Anti-Armor and Bloodied are the two best 1-star prefixes depending on your HP playstyle. How the Legendary Star System Works in 2026

Legendary items in Fallout 76 carry one to four legendary modifiers, shown as ★ symbols after the item's name. Each star corresponds to a tier of mod:

  • ★ (1-star): Tier 1 — the prefix modifier that appears in the weapon's name. This is the most powerful tier and the one that defines your build.
  • ★★ (2-star): Tier 2 — enhances an existing stat (reload speed, VATS cost, crit damage, etc.).
  • ★★★ (3-star): Tier 3 — usually a defensive or utility bonus (damage resistance, weight reduction, AP regen).

Each item can have at most one modifier per tier. Weapon and armor mods use different pools — you cannot put a weapon prefix on armor or vice versa.

To obtain 4-star legendary items, you need to complete the Gleaming Depths raid or craft them using Legendary Modules (65 modules + 80 Vault Steel Scraps for a 4-star). S-Tier: Build-Defining Prefixes

Anti-Armor (+50% Armor Penetration) Anti-Armor ignores half of every enemy's damage resistance. Running 10 addictions simultaneously requires specific setup (including the Chem Fiend and Strange in Numbers perks, and consuming chems without curing them), but at max stacks Junkie's matches Bloodied damage at low health. This is a niche pick that rewards players who build around the addiction system.

A-Tier: Situational Excellent Choices

Vampire's (Restore 2% Health over 2 Seconds per Hit) Vampire's gives you 2% max HP back over 2 seconds every time you hit an enemy. On fast-firing weapons with multiple hits per second — gatling guns, miniguns, or melee with a swing speed build — this becomes effectively passive health regeneration that outheals incoming damage. 2-Star Weapon Picks to Target: The best 2-star weapon choices are reload-speed improvements and VATS efficiency enhancements. Faster Reload (+15% reload speed) is the most broadly useful pick across automatic rifles, pistols, and shotguns. VATS-focused builds should prioritize effects that reduce AP cost or increase VATS accuracy. For crit-focused weapons, targeting a crit damage bonus on the 2-star slot maximizes the value of each stored crit.

2-Star Armor Picks to Target: SPECIAL stat bonuses (+2 per armor piece) are the most impactful 2-star armor choices for builds that need to hit specific perk thresholds. Five pieces of Agility +2 armor = +10 Agility, which can replace multiple perk card investments. Choose whichever SPECIAL your build needs most.

3-Star Weapon Picks to Target: The 90% weight reduction 3-star effect is the most universally useful weapon 3-star — heavy weapons are notoriously heavy, and this eliminates the carry weight problem entirely. Tarnished (4-Star Weapon) — High-Risk, High-Reward Damage increases by up to +120% as the weapon's durability decreases. At near-broken condition, Tarnished delivers more raw damage than most 1-star prefixes add. The catch: you need to deliberately avoid repairing your weapon and monitor its condition.
