ZZZ Velina: Best Build, Teams, and Her First Rerun Dates (Version 3.3)

Quick answer: Velina Airgid gets her first rerun in Version 3.3, on the Phase I Signal Search running from after the 2026/10/21 update until 2026/11/11 11:59 server time, alongside debuting Agent Phoenix. She is an S-Rank Wind Anomaly Agent whose Core Passive scales off Energy Regen rather than Anomaly Proficiency, which makes her the rare Agent where a slot-6 Energy Regen main stat is correct. Her signature W-Engine Joyau Dore carries an Energy Regen advanced stat for exactly that reason. She cannot be played in a mono-Wind team, because her Vortex mechanic requires a second Anomaly of a different Attribute on the target.

This guide covers her rerun window, the Energy Regen maths most build pages skip, her Drive Discs, her Mindscapes, and which teammates actually switch her kit on. Everything here is checked against HoYoverse's own Version 3.3 Special Program Intel Report and the in-game skill text.

When is the Velina rerun in Zenless Zone Zero?

Velina's rerun is confirmed first-party. HoYoverse published the Version 3.3 "Journey to the Sky" Special Program Intel Report on HoYoLAB on 2026-10-09 at 20:15 UTC+8, and the Signal Search Preview section inside it gives both phases of the version.

Signal Search Preview from the Version 3.3 Intel Report, showing the Phase I duration

The notice states the Phase I window verbatim: "Signal Search Duration: After the update on 2026/10/21 - 2026/11/11 11:59 (server time)".

Phase II2026/11/11 12:00 - 2026/12/01 14:59Severian (S-Rank, Wind, Attack)Norma (S-Rank, Fire, Stun)

Velina's rate-up W-Engine on her channel is Joyau Dore, her signature S-Rank Anomaly W-Engine.

Two details decide how much time you actually have. Phase I ends at 11:59, not the 03:59 stamp used by most Version 3.x events, so a banner phase does not follow the event-expiry pattern. And Velina released on June 17, 2026 during Version 3.0, making the gap to this channel 126 days. For how the two phases slot into the version, see our Version 3.3 banner breakdown.

Does pulling on Velina's banner build pity toward Phoenix?

Yes. This is the single most useful fact for anyone deciding between the two Phase I channels, and it is stated in the in-game Limited-Time Channels notice: "The search count for guaranteed signals is cumulative across all Exclusive Channels, but is independent of and unaffected by other types of channels."

The same notice settles the part that matters for a rerun. In Version 3.2 it labelled both the debut channel and the rerun channel as Exclusive Channels, in one sentence: "'Bloodmoon Rising' and 'Axiom of Captivation' are Exclusive Channels." Bloodmoon Rising was a new Agent's debut and Axiom of Captivation was a rerun, and they shared one counter. On that precedent, pulls spent chasing Velina are not wasted progress if you end up wanting Phoenix — or Severian five weeks later, since the counter is cumulative across Exclusive Channels rather than per-phase.

What is tracked separately is the W-Engine channel. The same notice continues: "The search count for guaranteed signals is cumulative across all W-Engine Channels". Joyau Dore sits on its own W-Engine Signal Search with its own counter. Our ZZZ pity system guide covers the counters in full.

One caveat on naming: HoYoverse has not yet published Version 3.3's channel names. Those arrive with the Phase I Limited-Time Channels notice, which posted exactly two days before launch for Version 3.0, 3.1 and 3.2 — putting the Version 3.3 notice, and the pre-download, on 2026-10-19.

Why does Velina scale off Energy Regen?

This is the part generic Anomaly build advice gets wrong, and it is written plainly in her kit.

Her Core Passive, Breeze in Bloom, reads: "When Velina's initial Energy Regen exceeds 1.2, every additional 0.01 increases DMG dealt by 0.21%, up to a maximum increase of 35%, and increases Anomaly Mastery by 0.5, up to a maximum increase of 84."

An Agent's base Energy Regen is 1.2, so every point of the passive has to be bought with Energy Regen bonuses. That produces a hard, countable target rather than a vague "stack Anomaly Proficiency" instruction:

  • Reaching the +35% DMG cap takes 167 increments of 0.01, so an initial Energy Regen of about 2.87.
  • Reaching the +84 Anomaly Mastery cap takes 168 increments, so an initial Energy Regen of 2.88.

Now the constraint that makes this interesting. Energy Regen is not available as a Drive Disc sub-stat — the sub-stat pool is HP, ATK, DEF, HP%, ATK%, DEF%, CRIT Rate%, CRIT DMG%, Anomaly Proficiency and PEN. You cannot grind toward her passive with lucky rolls. Energy Regen exists in only three places, and all three are decisions you make once:

SourceMaximum valueCounts as "initial"?
Joyau Dore advanced stat60%Yes, W-Engine advanced stats are unconditional
Slot-6 Energy Regen main stat (S-Rank, Lv. 15)60%Yes, Disc main stats are unconditional
Swing Jazz 2-piece bonus20%Disputed, set bonuses are classed as conditional

Joyau Dore, Velina's signature S-Rank Anomaly W-Engine, from the Version 3.3 Intel Report

What Energy Regen should you actually hit?

Base Energy Regen is 1.2 and these bonuses are percentage increases to it, which gives a clean progression:

SetupEnergy Regen bonusInitial Energy RegenBreeze in Bloom payout
Slot-6 Energy Regen main stat only+60%1.92+15.1% DMG, +36 Anomaly Mastery
Joyau Dore only, no Energy Regen main+60%1.92+15.1% DMG, +36 Anomaly Mastery
Joyau Dore + Energy Regen main stat+120%2.64+30.2% DMG, +72 Anomaly Mastery
Both + Swing Jazz 2-piece+140%2.88+35% DMG, +84 Anomaly Mastery (both capped)

That last row is the reason to take this seriously: the three available Energy Regen sources sum to exactly the +140% needed to cap both halves of the passive, with nothing wasted and nothing left to chance. That is not a coincidence anyone should expect from a stat you cannot roll.

One honest caveat, because it changes the recommendation. The wiki's stat model separates unconditional bonuses (Drive Disc main and sub stats, W-Engine secondary stats) from conditional ones (Agent skill buffs, Drive Disc set bonuses, food buffs), and stats are frozen when a character enters combat. Swing Jazz's 20% is a set bonus, so whether it feeds "initial" Energy Regen is genuinely unresolved from the published text. Treat 2.64 as the guaranteed floor and 2.88 as the ceiling. The decision rule is simple: build toward it anyway, because the floor alone is still +30.2% DMG and +72 Anomaly Mastery, and no alternative slot-6 main stat comes close on her.

What is the best Velina build?

W-Engine. Joyau Dore is close to mandatory, and not only for the Energy Regen. Its effect, Flawless Etiquette, grants 70 Anomaly Proficiency at R1, and when her EX Special Attack deals Wind DMG her Vortex and Windswept DMG rise by 7% for 40 seconds, stacking twice. At two stacks, all squad members gain 60 Anomaly Proficiency, with only one instance allowed per squad. It is a personal damage stat, a passive-enabler and a team buff in one slot.

Drive Discs. The two sets her kit points at are Swing Jazz and Freedom Blues:

  • Swing Jazz — 2-piece: Energy Regen +20%. 4-piece: launching a Chain Attack or Ultimate increases all squad members' DMG by 15% for 12s.
  • Freedom Blues — 2-piece: Anomaly Proficiency +30. 4-piece: an EX Special Attack hit reduces the target's Anomaly Buildup RES to the equipper's Attribute by 20% for 8s.

Note the overlap before committing to Freedom Blues 4-piece. Velina's own Sweeping Cyclone already cuts Wind Anomaly Buildup RES by 7% for 35 seconds, and Tea Party Etiquette increases the Attribute Anomaly Buildup RES reduction her cyclones apply by a further 7%. Layering a third shred onto the Attribute she is already shredding is the weakest part of her sheet, which is why the Swing Jazz 2-piece — feeding a passive nothing else can feed — is the safer pick.

Main stats. Slot 4 Anomaly Proficiency, slot 5 Wind DMG Bonus or PEN Ratio, and slot 6 Energy Regen. Slot 6 is the whole argument of this guide: it is the only main-stat slot that offers Energy Regen at all, and on Velina it is worth up to +15.1% DMG and +36 Anomaly Mastery by itself.

Core Skill Enhancement adds Anomaly Proficiency +18 and Base ATK +25, and levelling her Core from 1 to 7 moves the Vortex DMG increase from 90% to 150%, Abloom DMG from 85% to 145%, and Attribute Anomaly DMG from 135% to 255%.

How does Velina's kit work in Zenless Zone Zero?

Her rotation runs on two resources and one conversion.

Windbloom is her special resource. She enters the battlefield with 45, and each EX Special Attack grants another 45 up to a maximum of 135. At 90 or more she can hold the skill button to launch EX Special Attack: Wind Shear - Eye of the Storm. In practice that means one EX Special after entering the field puts you at exactly 90 — the threshold is tuned to her opener.

Windbite gates her payoff. Triggering Vortex grants 1 Windbite and summons a Condensed Cyclone, no more than once every 3 seconds. At 2 Windbite, the next Vortex consumes them to raise that Vortex's DMG multiplier and summons a Sweeping Cyclone instead — a stronger, longer-lived cyclone that grants no Windbite of its own.

The conversion is Chromatic Tint. When a Sweeping Cyclone first hits an enemy suffering Contamination, it converts into a cyclone of that Attribute and deals that Attribute's damage, and additionally shreds that Attribute's Anomaly Buildup RES by 7% for 35 seconds.

Her Additional Ability: Tea Party Etiquette requires another squad member to be an Anomaly character or to share her Attribute. It adds 10% Windswept and Vortex DMG, 30% Daze and 15% accumulated Attribute Anomaly Buildup on her cyclones, and makes an Ultimate's heavy attack against a Wind-afflicted enemy trigger Abloom DMG fixed at 680% of Wind Attribute Anomaly DMG.

Which teammates does Velina actually need?

Here is the constraint almost no team list states outright: Velina cannot function in a mono-Wind team.

Read the mechanics in order. Windswept is the Wind Anomaly. Contamination only triggers when a Windswept enemy takes Fire, Ice, Electric, Physical or Ether damage. Vortex only triggers when a different Attribute Anomaly meets Windswept on the same target. So a second Wind Agent gives her nothing to convert: no Contamination, no Chromatic Tint, no Vortex, and Vortex is where her Windbite, her cyclones and her Core multipliers all live.

That matters because her Additional Ability is satisfied by "an Anomaly character or shares the same attribute" — and those two triggers are not equivalent. Zenless Zone Zero has only three Wind Agents in total (Velina, Roxy Ifrita Pryce and Severian Lowell), so pairing her with either of the other two unlocks the buff while starving the kit. A non-Wind Anomaly Agent unlocks both.

That leaves twelve valid Anomaly partners: Alice Thymefield, Aria, Burnice White, Grace Howard, Hoshimi Miyabi, Jane Doe, Phoenix Reffaella, Piper Wheel, Promeia, Remielle Dan, Tsukishiro Yanagi and Vivian Banshee.

Phoenix, the S-Rank Fire Anomaly Agent debuting alongside Velina's rerun in Phase I

The timely answer is standing on the same banner phase. Phoenix is a Fire Anomaly Agent, which means she satisfies Tea Party Etiquette, supplies the non-Wind Attribute that Contamination and Vortex require, and — per HoYoverse's own role summary — "grants a chance for the whole squad's Attribute Anomaly DMG to trigger a CRIT." Velina's entire output is Attribute Anomaly DMG. Phase I is the one window where both halves of that core are obtainable from a single phase, and your pity carries across both channels.

If you already own an Anomaly Agent of any non-Wind Attribute, you have a working Velina team today. For broader squad templates, see our ZZZ best teams guide, and for another Anomaly Agent with an equally counterintuitive stat priority, our Remielle build.

Are Velina's Mindscapes worth it?

Her first two Mindscapes are unusually load-bearing for a rerun decision.

  • M1 Orderly Elegance — Sweeping Cyclone from Tea Party Etiquette deals 20% additional Daze, Vortex ignores 20% of the target's All-Attribute RES, and squad members dealing Windswept DMG ignore 20% of Wind RES.
  • M2 Saturation Project — triggering Windswept also grants 1 Windbite once every 5s, Sweeping Cyclone can accumulate the corresponding Attribute's Anomaly Buildup after Chromatic Tint, and the Windswept and Vortex DMG increases from Tea Party Etiquette rise by a further 15%.
  • M3 and M5 — Basic Attack, Dodge, Assist, Special Attack and Chain Attack Lv. +2 each.
  • M4 Tea Party Tribunal — EX Special Attack grants 15% ATK for 40s, resetting on repeat.
  • M6 Chief Angel — consuming 2 Windbite for a Vortex returns 1 Windbite once every 6s, Wind Anomaly Buildup on Wind-afflicted enemies rises 20%, and re-applying Windswept adds 2.5% DMG per remaining second of the previous one, up to 40%.

M2 is the breakpoint worth naming. At M0 her only Windbite source is Vortex itself, capped at once per 3 seconds, and she needs 2 Windbite per empowered Vortex; M2 adds a second, independent source on Windswept. That directly attacks the bottleneck in her rotation, which is Windbite income rather than damage. M1 and M2 are meaningfully larger upgrades than M3 through M5.

FAQ

When does the Velina rerun start and end? Her Phase I Signal Search runs from after the Version 3.3 update on 2026/10/21 until 2026/11/11 11:59 server time, per HoYoverse's Version 3.3 Intel Report. That is roughly three weeks.

Will Velina rerun again soon if I skip her? Nobody can promise a date, and HoYoverse has published none. What is measurable is that this rerun arrives 126 days after her 2026-06-17 release. This is a real community worry rather than an invented one — the subreddit this week carried a long thread about rerun scarcity, with players noting that newer accounts may wait years to see Version 1.x and 2.x Agents return at all. Treat a confirmed window as the reliable one.

Is Joyau Dore worth pulling for Velina? More than most signatures, because it is the only W-Engine that gives her both an Energy Regen advanced stat (up to 60%) and a Vortex and Windswept damage buff, and it hands 60 Anomaly Proficiency to the whole squad at two stacks. Without it she loses roughly half of her Core Passive's ceiling. Remember the W-Engine channel has its own separate pity counter.

Does Velina need Anomaly Proficiency or Energy Regen? Both, in different slots. Anomaly Proficiency belongs on her slot-4 main stat and sub-stats, where it scales her Anomaly damage normally. Energy Regen belongs on slot 6, where it is the only way to feed Breeze in Bloom, worth up to +35% DMG and +84 Anomaly Mastery.

Can I run Velina with Roxy or Severian? You can, and the Additional Ability will activate because they share her Wind Attribute, but it is a trap. Vortex and Contamination both require a non-Wind Attribute Anomaly on the target, so an all-Wind squad switches on her buff while disabling her damage engine. Pair her with a non-Wind Anomaly Agent instead.

Does pity carry from Velina's channel to Phoenix's? Yes. The in-game notice states the guaranteed-signal search count is cumulative across all Exclusive Channels, so pulls on either Phase I channel build the same counter. It does not carry to or from W-Engine channels.

The bottom line

Velina is a three-week decision with an unusually clear build answer. She is one of the only Agents in Zenless Zone Zero where Energy Regen is a damage stat, the Energy Regen sources available to her add up to exactly her passive's cap, and none of it can be fixed later with sub-stat rolls — slot 6 and her signature W-Engine are the whole build. Pair her with any non-Wind Anomaly Agent, and if you are pulling in Phase I anyway, Phoenix completes the core from the same window.
