He introduces himself as "Public Security Commissioner, Severian Lowell", his card is badged to the Metropolitan Order Division, and his tagline is "Order is inherent. The law tempers all." His Japanese voice is Toshiyuki Morikawa; his English voice is Blythe Melin. Community wiki sources additionally describe him as a Feline Thiren of the lynx type and as the older brother of Seth Lowell — plausible and consistent with his design, but wiki-sourced rather than first-party.
