His division is the Metropolitan Order Division, which the card's own header places under N.E.P.S. — New Eridu Public Security, the same organisation Zhu Yuan and Qingyi work for. His card tagline reads "Order is inherent. The law tempers all."
His self-introduction, quoted verbatim from the official post:
"Public Security Commissioner, Severian Lowell. No need for pleasantries — what's the situation?"
The only other prose in the record is him disciplining a squad:
