Nefer is the single most misbuilt 5-star in the Lunar-Bloom era, and the reason is printed right on her character screen. Her ascension stat is CRIT DMG — 38.4% of it by Lv.80 — so the obvious read is "she's a crit character." Then you open her talent panel and find that her signature attack, the one that does most of her damage, has no ATK scaling at all. It scales purely off Elemental Mastery.
This page is written against Version 7.1, live from 23 September to 3 November 2026. Every stat, multiplier and passive value below is transcribed from Nefer's own in-game panel and HoYoverse's wiki entries, not from a community spreadsheet.
Quick answer: Build Nefer on Elemental Mastery, not CRIT DMG. Her Shades' Phantasm Performance hits scale off 100% Elemental Mastery and 0% ATK, and her Burst's EM coefficient is exactly double its ATK coefficient. Two passives put hard ceilings on the stat: her Moonsign passive stops improving at 800 EM, her fourth ascension passive at 1,000 EM. Sands, Goblet and Circlet should all be Elemental Mastery. Her signature catalyst is Reliquary of Truth (542 Base ATK, 88.2% CRIT DMG at Lv.90 R1), and the two artifact sets actually designed for her — Night of the Sky's Unveiling and Silken Moon's Serenade — both drop in Domain of Blessing: Derivations From the Deep.
Should you build Nefer on EM or CRIT DMG?
Elemental Mastery, and it is not close. The confusion is understandable — HoYoverse gave her a CRIT DMG ascension stat, which normally signals a crit-scaling carry — but the multipliers tell a different story.
Here is her Elemental Skill, Senet Strategy: Dance of a Thousand Nights, at talent Lv.13:
- Skill DMG: 162.3% ATK + 324.6% Elemental Mastery
- Phantasm Performance 1-Hit (Nefer): 52.4% ATK + 104.7% EM
- Phantasm Performance 2-Hit (Nefer): 68.1% ATK + 136.1% EM
- Phantasm Performance 1-Hit (Shades): 204.0% Elemental Mastery
- Phantasm Performance 2-Hit (Shades): 204.0% Elemental Mastery
- Phantasm Performance 3-Hit (Shades): 272.0% Elemental Mastery
Read those last three lines again. The Shades — the phantom copies that do the bulk of her on-field output while she is in the Shadow Dance state — have no ATK term whatsoever. A point of ATK contributes literally nothing to them.
Her Burst, Sacred Vow: True Eye's Phantasm, follows the same pattern at Lv.13: 477.4% ATK + 954.7% EM on the first hit, 716.0% ATK + 1,432.1% EM on the second. In both cases the EM coefficient is exactly 2× the ATK coefficient — and Elemental Mastery is far easier to accumulate than ATK%, because one EM main stat is 187 flat EM while an ATK% main stat is a percentage of a fairly modest 344 base ATK.
The community reached the same conclusion through play. One player summarising an optimiser run in r/GenshinImpactTips put it bluntly:
"Nefer board has EM and CD as the same 'value' so you would get a better ranking. I also would change any CD over 300 for EM, in your case is 2 avg EM rolls for 1 avg CD"
That is the practical rule of thumb: past roughly 300% CRIT DMG — which her free 38.4% ascension bonus plus a signature weapon gets you most of the way toward — additional CRIT DMG substat rolls are worth less than Elemental Mastery rolls.
What are Nefer's Elemental Mastery breakpoints?
Two of her passives have hard caps, and knowing where they sit stops you from chasing numbers that do nothing.
Moonsign Benediction: Dusklit Eaves converts party Bloom reactions into Lunar-Bloom and increases Lunar-Bloom's Base DMG by 0.0175% per point of Nefer's Elemental Mastery, to a maximum of 14%. Do the division: 14 ÷ 0.0175 = 800 EM. Past 800, that specific bonus is finished.
Daughter of the Dust and Sand, her fourth ascension passive, strengthens the extra Verdant Dew her Slither state provides by 10% for every 100 EM beyond 500, capped at +50%. That ceiling lands at exactly 1,000 EM.
So the shape of the build is:
- Below 800 EM — every point is improving two separate passives plus every talent multiplier. This is where most of your gains live.
- 800 to 1,000 EM — the Moonsign bonus is maxed, but the Verdant Dew scaling and all talent multipliers keep paying.
- Above 1,000 EM — both passives are capped, but EM still scales her Skill, her Burst and every Shades hit. It is never a dead stat, it just stops being a multiplier on top of a multiplier.
A realistic target for a well-invested account is 900 to 1,100 EM on-field, counting her own buffs. Her first ascension passive grants +100 EM for 8s once Veil of Falsehood reaches 3 stacks, and at C2 that becomes +200 EM at 5 stacks, so the panel number you need to hit yourself is lower than the number you want in combat.
What are Nefer's best artifacts?
Two Nod-Krai sets are built for her, and both come out of the same domain, Domain of Blessing: Derivations From the Deep. They are not interchangeable — one is for Nefer as the on-field carry, the other is for a support wearing it beside her.
Night of the Sky's Unveiling — the on-field set, and Nefer's default.
- 2-piece: Elemental Mastery +80
- 4-piece: when nearby party members trigger Lunar Reactions and the equipping character is on the field, gain Gleaming Moon: Intent for 4s — CRIT Rate +15% at Nascent Gleam, +30% at Ascendant Gleam. All party members' Lunar Reaction DMG increases by 10% for each different Gleaming Moon effect in the party.
That CRIT Rate line is the piece people miss when they conclude "she's a crit character." The set hands her the CRIT Rate; her ascension hands her the CRIT DMG. You do not need to buy either one with substats, which is exactly why you are free to funnel everything into Elemental Mastery.
Silken Moon's Serenade — the support set, worn by someone else in the team.
- 2-piece: Energy Recharge +20%
- 4-piece: on dealing Elemental DMG, gain Gleaming Moon: Devotion for 8s — all party members' Elemental Mastery +60 at Nascent Gleam, +120 at Ascendant Gleam. Works off-field.
Because the two Gleaming Moon effects are different, running one of each in the same team stacks that "+10% Lunar Reaction DMG per different Gleaming Moon effect" clause twice. That is a deliberate design, not a coincidence.
If you have not farmed either set yet, the legacy stand-ins still function:
- Flower of Paradise Lost — 2-pc EM +80; 4-pc increases Bloom, Hyperbloom and Burgeon DMG by 40%, plus another 25% per stack to a maximum of 4 stacks. Strong on paper, but note the wording: it buffs Bloom-family reactions, and Nefer's Ascendant Gleam conversion turns Dendro Cores into Seeds of Deceit, which cannot trigger Hyperbloom or Burgeon at all.
- Deepwood Memories — 2-pc Dendro DMG +15%; 4-pc drops enemy Dendro RES by 30% for 8s. A fine holdover on a support slot, and the RES shred is team-wide.
Main stats, in every case: Sands = Elemental Mastery, Goblet = Elemental Mastery, Circlet = Elemental Mastery. Not Dendro DMG Bonus — Lunar-Bloom is a reaction, and reaction damage does not benefit from elemental DMG% the way direct damage does. Substat priority: EM > CRIT Rate > CRIT DMG > ER > ATK%.
What is Nefer's best weapon?
Her signature, Reliquary of Truth, a 5-star Sumeru catalyst from the Epitome Invocation. At Lv.90 R1 it carries 542 Base ATK and 88.2% CRIT DMG, and its passive, Essence of Falsity, is written around her exact loop:
- CRIT Rate +8%
- Using an Elemental Skill grants Secret of Lies: Elemental Mastery +80 for 12s
- Dealing Lunar-Bloom DMG grants Moon of Truth: CRIT DMG +24% for 4s
- While both are active, both effects are increased by 50% — so 120 EM and 36% CRIT DMG
Note again how the weapon is constructed: it gives her CRIT Rate and CRIT DMG for free so that her artifact substats are not obliged to. It appeared on the Epitome Invocation twice — first alongside her debut in Luna II Phase I (22 October to 11 November 2025) and again in Luna VI Phase II (28 April to 15 May 2026).
If you do not own it, the realistic alternative is Nightweaver's Looking Glass, the EM-secondary catalyst from Luna I. Its Millennial Hymn passive grants up to +120 EM on a Hydro or Dendro Skill, another +120 EM when nearby members trigger Lunar-Bloom, and when both are running it adds up to +80% Lunar-Bloom DMG for the whole party — and it works off-field. On a pure damage-per-Nefer basis Reliquary of Truth wins; in a team where Nefer is enabling someone else's Lunar-Bloom, the Looking Glass can be worth more overall.

Which talents should you level, and what materials does Nefer need?
Priority is Elemental Skill first, Burst second, Normal Attack last. The Skill is where Phantasm Performance lives, and Phantasm Performance is the bulk of her damage. Her Normal Attack string is a stat-stick she will rarely use once Shadow Dance is up.
Her Skill has a 9.0s cooldown, 9.0s Shadow Dance duration and two charges, so it is effectively permanent uptime. The Burst costs 60 Energy with a 15.0s cooldown and gains +49% DMG per Veil of Falsehood stack at Lv.13 — which is why you want to enter the Burst with a full stack count rather than pressing it on cooldown.
Ascension materials, totalled to Lv.90:
- Nagadus Emerald — 1 Sliver, 9 Fragments, 9 Chunks, 6 Gemstones
- Radiant Antler — 46
- Moonfall Silver — 177
- Warrants — 18 Tattered, 30 Immaculate, 36 Frost-Etched
- Mora — 420,000
Talent books come from the Elysium line (Teachings, Guide, Philosophies), with the same Warrant line as the common drop. Budget for the Warrants specifically — you need them for both ascension and all three talents, which is where most players stall.
Her CRIT DMG ascension bonus arrives in steps, not smoothly: 0% until Lv.40, then 9.6%, 19.2%, 19.2% again at Lv.60 (that ascension gives nothing), 28.8%, and finally 38.4% at Lv.80 and above.
What are the best Nefer teams?
Nefer wants a team that generates Bloom, because her Moonsign passive converts Bloom into Lunar-Bloom, and she raises the party's Moonsign by 1 level just by being present — which is how a team reaches Ascendant Gleam and unlocks the larger halves of both artifact set bonuses.
The core requirement is a Hydro applier who can keep Dendro auras wet. Beyond that:
- Nefer + strong Hydro applier + Lunar-Bloom support + flex. The standard shape. Nefer on-field in Shadow Dance, Hydro applying continuously, a support wearing Silken Moon's Serenade for the party EM.
- Avoid stacking Electro or Pyro for Hyperbloom/Burgeon. This is the counter-intuitive part: when Nefer's Ascendant Gleam conversion is active, Dendro Cores become Seeds of Deceit, and Seeds of Deceit explicitly cannot trigger Hyperbloom or Burgeon and do not burst. A Raiden or Thoma slotted in out of habit does nothing here.
- Consider a shielder or healer over a second damage dealer. Shadow Dance already gives her increased interruption resistance, but she is a melee-range catalyst carry with a 9s window she does not want cut short.
If you are still learning how these reactions differ, our Genshin Lunar reactions explainer covers Lunar-Bloom, Lunar-Charged and Lunar-Core side by side, and the Spiral Abyss Floor 12 guide shows where a Lunar-Bloom variant beats a conventional Electro-Charged roster.
Which Nefer constellations actually matter?
C1 — Planning Breeds Success. The base damage of Lunar-Bloom reactions caused by her Phantasm Performance increases by 60% of her Elemental Mastery, and that increase is itself boosted by Veil of Falsehood. This is the largest single damage jump in her constellation tree and the one worth budgeting for.
C2 — Observation Feeds Strategy. Extends Veil of Falsehood by 5s, raises its stack limit to 5, pushes Phantasm Performance to 140% of its original damage, grants 2 stacks instantly on Skill use, and swaps the +100 EM bonus for +200 EM at 5 stacks. Mechanically the most complete upgrade, and it makes the EM ceilings above much easier to reach.
C4 — Delusion Ensnares Reason. Verdant Dew accrues 25% faster on-field in Shadow Dance, and nearby opponents take -20% Dendro RES. A genuine team-wide contribution rather than a personal buff.
C6 — Victory Flows from the Turning of Tides. Converts the second stage of Phantasm Performance into AoE Dendro DMG equal to 85% of her Elemental Mastery, adds a final instance equal to 120% of her EM, and at Ascendant Gleam elevates her Lunar-Bloom DMG by a further 15%. C3 and C5 are the usual flat talent-level bumps.
If you are weighing constellations against a weapon pull, note that C1 and the signature both scale off the same stat you are already maximising — which is another way of saying the build does not branch. Everything points at Elemental Mastery.
Frequently asked questions
Is Nefer still worth building in Version 7.1? Yes. She debuted in Luna II on 22 October 2025 and nothing in 7.1 has replaced her role — she is still the character who converts party Bloom into Lunar-Bloom and raises party Moonsign by a level, which is the entry requirement for the Ascendant Gleam halves of both Nod-Krai artifact sets.
Does Nefer need Energy Recharge? Some, but less than most 60-cost Bursts imply, because her Burst is a damage spike gated on Veil of Falsehood stacks rather than something you press on cooldown. Take Energy Recharge on substats only; never give up an Elemental Mastery main stat for it.
Can Nefer trigger Hyperbloom or Burgeon? Not while her Ascendant Gleam conversion is running. Her first ascension passive turns Dendro Cores into Seeds of Deceit, and Seeds of Deceit cannot trigger Hyperbloom or Burgeon and will not burst. Build the team around Lunar-Bloom instead.
Is Dendro DMG Bonus ever right on her Goblet? No. Her damage arrives as Lunar-Bloom reaction damage plus EM-scaling talent hits, and elemental DMG bonus does not apply to reaction damage the way it does to direct damage. Elemental Mastery in all three main-stat slots.
Where does Reliquary of Truth come from? The Epitome Invocation weapon banner. It has been featured twice — Luna II Phase I (22 October to 11 November 2025) and Luna VI Phase II (28 April to 15 May 2026). It is not craftable and does not appear in the standard wish pool.
How much Elemental Mastery is too much? None of it is wasted, but the returns change shape. Her Moonsign passive stops improving at 800 EM and her fourth ascension passive at 1,000 EM; past that, EM keeps scaling her Skill, Burst and Shades hits linearly, which is still a fine place for the stat to go.
