If WoW Forever just told you "This faction is currently unavailable on this ruleset due to population imbalance," that is a population check, not a ban. You have hit the faction balance lock, which has been switching on and off since Early Name Reservation opened on October 27. It has mostly hit Horde players on the PvP ruleset, and it was still catching them today.
Quick answer: The lock is deliberate. Blizzard temporarily stops new characters for whichever faction is ahead on a ruleset, and Customer Support cannot remove it. Keep one of your three reservation slots free and retry every 30 to 45 seconds. Players report waits from 5 minutes to several days. Hold your names on Normal or Roleplay in the meantime, not on Alliance PvP, because that blocks you from Horde on that ruleset. Blizzard has not said whether the lock will still be on when WoW Forever launches on November 4 at 3:00 p.m. PST, so have a backup plan. Facts checked against Blizzard Support and forum posts on November 2, 2026.

What does "This faction is currently unavailable" mean in WoW Forever?
It means too many characters on your ruleset already belong to your faction. Blizzard's name reservation support article lists this error and states the rule plainly: "if one faction is significantly more dominant than the other, character creation will be temporarily restricted for the dominant faction. Customer Support cannot help bypassing this restriction."
The target is an even split. Blizzard's engineers explained it on Episode 6 of the WoW: Forever Podcast (about 54:30, from auto-captions): "the faction balance logic happens in each individual rule set," and "each individual rule set, it's aiming to be 50/50."
Episode 6 of Blizzard's official podcast, the source of the 50/50 statement.
So the lock is a live population check rather than a bug or a ban. The ruleset article promised this in advance, saying the PvP rulesets would use systems "similar to the approach introduced in Season of Discovery, where new character creation could be temporarily limited for a faction." It kicked in fast. The first EU forum thread appeared under three hours after European reservation opened. The 23 threads we read on the lock and its side effects now total over 1,000 posts and about 25,800 views.
Blizzard has not published the population numbers, the gap that triggers a lock, or why Horde is the side affected. Blizzard's own confirmation comes from EU forum rep Yryadorne:
"The game may indeed temporarily lock the creation of new character for a faction, if one faction is significantly more dominant than the other. Customer Support is unable to unlock this manually." — Yryadorne, Blizzard, October 29
Which WoW Forever rulesets have a faction lock?
The published rules and player reports line up like this as of November 2:
| Ruleset | Balance lock? | Both factions on one account? | What players report |
|---|---|---|---|
| PvP | Yes | No, one faction only | Horde blocked on and off since Oct 27 |
| Roleplay-PvP | Yes, balanced on its own | Not published | One Horde player got in while PvP was locked; one Alliance block report |
| Normal | Not described by Blizzard | Yes | Open, apart from one unanswered report |
| Roleplay | Not described by Blizzard | Yes | Same as Normal |
Roleplay-PvP is not a side door. Blizzard addressed that directly on the podcast: if you make a Horde character on PvP and then try Horde on Roleplay-PvP, "you might not be able to because the restriction might be there." Each ruleset runs its own check.
Both Americas and Europe have reported the Horde lock. Our ruleset guide covers how the four launch rulesets differ.
How long does the WoW Forever faction lock last?
No published timer exists. It opens when the balance shifts, and player reports vary widely:
| Reported wait | Source |
|---|---|
| About 5 minutes | US forum, Oct 27 |
| About 10 minutes | US forum, Oct 30 |
| 10 to 15 minutes | US forum, Nov 2 |
| A couple of hours | US forum, Oct 28 |
| Days of attempts, then first try | US forum, Nov 2 |
| 90 minutes with no luck | US forum, Nov 2 |
These are individual reports and your wait may differ. One useful pattern: the odds probably get worse late in reservation, because most players who wanted a name already have one, so fewer new Alliance characters are arriving to reopen Horde. That is our reading of the forums rather than anything Blizzard has said.

How do you get past the faction lock before November 3?
Reservation runs through November 3. Blizzard has not published an exact closing hour, so treat today and tomorrow as your last clear attempts.
- Count your slots. You get three characters per WoW account during reservation, across all rulesets. Keep one free for your real character.
- Retry slowly. Attempt every 30 to 45 seconds, as one player advises. Spamming the button triggers a second error, "Creation of that type of character is currently throttled." Blizzard lists it in the same support article. If you get it, stop for a few minutes or relog.
- Try different times. Players describe the lock flipping within minutes, so a blocked evening doesn't mean a blocked morning.
- Hold names elsewhere. If a name matters, reserve it on Normal or Roleplay now. Names are unique per region, so nobody else can take it while you hold it, on any ruleset.
- Swap once you're in. After you land a Horde character on PvP, delete the placeholder and recreate that name on PvP. Blizzard's Customer Support rep Vrakthris said the same route should work: "you should be able to delete and recreate where you want."
Two warnings on step 5. Names are first come, first served, so a popular name could go in the gap between deleting and recreating. And if the recreate fails, you still have the first character you made. One player reports that once you have one Horde character on PvP, the next ones skip the lock. We could not confirm that, so don't rely on it.
Our name reservation guide covers the other errors, including "Name Restricted."
Should you reserve Alliance on PvP to save your name?
No, unless you actually want to play Alliance there. Blizzard's Cannot Create a New Character article is direct: "In the PVP ruleset, you cannot have characters of both factions simultaneously. If you already have a character, you cannot create another of the opposing faction."
An Alliance PvP placeholder therefore makes things worse: you would have to delete it before Horde is even an option, and you would still face the same lock. A US guild of more than 30 players found that out the hard way after deleting Alliance characters to switch sides. They hit the imbalance message and then a character list bug, covered next. If you are still deciding, read our Horde or Alliance guide before you touch PvP.

Why did my character land on the wrong ruleset?
This is a separate bug, and it is worth checking after you finally beat the lock. Since late October, players have reported characters made on Normal, PvP or Roleplay appearing on Roleplay-PvP. Blizzard knows. Vrakthris wrote on October 31: "RP and RP-PVP has been causing no small number of issues for some reason. They are trying to figure them out and get them to work the way they are intended." As of November 2, that thread had no further staff update.
The guild report above adds a twist: creating a character on Normal returned the error "You cannot have both a Horde and an Alliance character on the same PvP ruleset," even with Normal selected. Players can't log in to confirm where those characters actually are until launch.
After any successful creation, leave the character screen, switch to each ruleset and see where the character appears. Take a screenshot. If it's wrong, deleting and recreating is the staff-suggested route, though it may not hold until Blizzard ships a fix. Our launch checklist covers what else to check before November 4.
Will Horde still be locked on PvP at launch?
Nobody outside Blizzard knows, and Blizzard hasn't said. No staff post gives a date for lifting it, and the rule is written as ongoing, not reservation-only.
Two things pull in opposite directions. Reservation is limited to players who pre-purchased, so launch brings in every subscriber who gets Forever with their game time, and a much larger pool could shift the balance in either direction. But if Horde stays more popular among those new players, the lock could return in bursts. Asked about players gaming the rulesets, a Blizzard engineer said on Episode 6 that if a ruleset tips too far, "the majority faction will just be locked basically all the time." That was a hypothetical about a one-sided ruleset, not a launch forecast, but it shows how the system behaves.
Season of Discovery is the closest precedent. Blizzard warned in 2023 that faction selection "may be temporarily limited" on PvP realms and that players could always pick either side on PvE realms.
Plan for launch at 3:00 p.m. PST (23:00 UTC) using our launch time table, then pick one of these:
| If your priority is | Do this | The trade-off |
|---|---|---|
| Horde on PvP, no compromise | Keep trying, and expect to lose some launch time | No guaranteed start |
| Playing on day one | Roll Alliance on PvP | Horde is closed on that ruleset unless you delete all those characters |
| Horde, on day one | Roll Horde on Normal or Roleplay | No free move between rulesets, and no grouping with PvP friends |
Settle this as a group. Friends must share ruleset and faction to quest, run dungeons or raid together, so one person's fallback can split a guild. Greenfield confirmed on Episode 6 that the walls stay up at launch. The only exception is battlegrounds, which can mix players from different rulesets.
Can Blizzard remove the lock, or can you buy your way past it?
Support cannot. Both Blizzard's article and Yryadorne say so, so a ticket won't help. Buying a second copy doesn't help either: Support says each purchase applies to a separate WoW account, and that account faces the same lock.
A r/classicwow post this weekend claimed Horde PvP accounts are being sold because of the lock. We can't verify the claim, but stay away from any such offer. Section 2.A.vii of the Blizzard EULA says you may not "purchase, sell, gift or trade any Account" and that any attempt "may result in the forfeiture of the Account." A seller can also recover an account after selling it, leaving you with nothing.

FAQ
Why can't I create a Horde character in WoW Forever? On the PvP ruleset, Horde has been ahead of Alliance often enough that the game temporarily blocks new Horde characters. Blizzard aims for a 50/50 split on each ruleset. Retry every 30 to 45 seconds, since the lock reopens as the balance shifts.
Is the WoW Forever faction lock a bug? No. Blizzard Support documents it as intended behavior, and the ruleset article announced it in advance. The characters landing on the wrong ruleset are a separate bug that Blizzard is investigating.
Does the faction lock apply to Normal or Roleplay? Blizzard describes it for the PvP rulesets, and Normal and Roleplay allow both factions. One player reported a block on those rulesets, but that report has had no reply and we found no others.
Can Blizzard Support unlock my faction? No. Blizzard says Customer Support cannot bypass or manually remove the restriction.
Can I switch rulesets after launch if I get locked out? Not freely. Blizzard says you need a new character on the other ruleset, and no transfer service has been announced.
What does "Creation of that type of character is currently throttled" mean? Blizzard lists it as a separate character-creation error. Players link it to retrying too quickly, so wait a few minutes or relog, then slow your attempts.
