This is the safest top-tier Witch you can play right now: you stay back, your minions tank and kill, and layered debuffs (Elemental Weakness, Fire Exposure, shock) make everything take more damage. It maps at S-tier because Powered Zealots are the best clearing minion in the game and the Hellhound auto-applies Fire Exposure. Bossing sits at A rather than S because single-target leans on minion AI and a Skeletal Sniper swap, which can be fiddly versus the absolute top boss-killers, but it remains very strong. Budget entry is excellent and the build scales smoothly into endgame.

Mapping rotation
Keep your Powered Zealots and Bone Crawlers ahead of you and let their lightning chain through packs while your Hellhound applies Fire Exposure. Re-cast Unearth on corpses to refill the swarm and reposition with movement skills rather than tanking hits yourself.
Bossing rotation
Drop Blasphemy/Elemental Weakness and Frost Bomb for exposure, then swap to the Skeletal Sniper setup and use Pain Offering for a burst window. Stay at max range, dodge telegraphs, and let the stacked debuffs make the boss take far more damage.
