There are three reliable sources, in order of how much you control them:
1. Runic Monsters in Tier 10+ maps
This is the bread-and-butter source. Runic Monsters — the enemies unearthed by Expedition explosions, marked by large flagpoles — have a chance to drop an Expedition Logbook, but only in maps of Tier 10 and above. Below T10 you simply won't see them.
The critical detail most players miss: a Logbook's level is set by the Area Level of the map it drops in. Drop one in a Tier 10 map and you get a level 74 Logbook.
